Texas Gov. Greg Abbott lifted restrictions to allow some retail stores in the state to operate under curbside or delivery, but the City of Boerne and Kendall County have varying regulations.

Boerne Mayor Tim Handren has even gone a step further than the governor, according to the Boerne Star. Handren is now allowing businesses retail stores to have private shopping appointments, but shoppers must follow social distancing rules.

Gyms, massage businesses, salons and several other "hands-on" businesses are now allowed to reopen in Boerne, but only on a one-on-one basis. Customers have to make an appointment and everyone must use personal protective equipment, according to the newspaper.

Hadren told the Star that the governor's orders close businesses "to the public," but in Boerne, businesses are available on an appointment-basis only.

In Kendall County, Judge Darrel Lux is waiting for further announcements from the governor before making any more changes or lifting restrictions, according to the Boerne Star.

Currently, Kendall County has reopened county parks and river crossings, but groups can't be larger than five people and social distancing rules must be followed.

As of May 9, Texas reported 36,600 confirmed cases of the coronavirus, including 1,004 deaths. Kendall County has 18 confirmed cases of COVID-19.

Northern San Antonio business owners said delivery and curbside options can be difficult, because many small businesses don't keep an online inventory, according to the Boerne Star. Business owner Siobhain Anders said allowing appointments could help make these easier.

“I’d almost rather do appointments,” Anders said.

Boerne is also looking into other ways that will help residents and business owners. A "buy local" program is one way the city is trying to help residents shop from small local stores. When customers turn in receipts showing they shopped at these stores, they will receive a utility bill credit.
